Just Transition in Mining: Leadership of the Portuguese State in Territorial Recovery and Valorization

The Portuguese State is leading the environmental recovery of abandoned former mining areas, establishing itself as a strategic hub for both Portugal and Europe through its implementation model. The management approach acknowledges the history of mining as a key element of the territory, demanding just transitions, environmental accountability, and social responsibility. This effort turns liabilities into assets: it restores degraded ecosystems and creates stable infrastructure that promotes sustainable tourism, renewable energy, and environmental consultancy services, generating skilled jobs and attracting European funding for a fair transition.

Economically, rehabilitation stimulates investment, develops local value chains, and recovers soil, water, and biodiversity as foundations for new productive uses, with proper management of inherited liabilities. Socially, it revitalizes community spaces, promotes environmental education, and strengthens partnerships between education, science, and industry, enhancing social cohesion in historic mining communities, including those affected by past exploitation. Environmentally, continuous monitoring ensures improvements in water, soil, and biodiversity, with transnational governance and innovation, aiming for a more balanced and equitable future.
